CEO & Principal Advisor
Sonya M. Johnson, Ph.D. serves as the CEO and Principal Advisor for D.E.L.T.A. Consulting & Management LLC. Recognized as a servant and transformational leader, she seeks to increase organization productivity and viability. "Dr. J" is a recognized law enforcement expert, specializing in police planning, strategic planning, accreditation, ethics, compliance, and policy implementation. She holds a Bachelor of Science in Sociology & Employee Relations from Southern Illinois University, a Post-Baccalaureate Certification in Strategic Planning & Public Policy, and a Master's in Public Policy & Administration with a concentration in Emergency Management. She earned her Ph.D. in Public Policy & Administration from Walden University and serves as a registered General and Civil Mediator for the State of Georgia. She is a certified law enforcement compliance assessor serving both the State of Georgia and the International Association for Campus Law Enforcement Executives (IACLEA).
As an active member of Delta Sigma Theta Sorority Inc., "Dr. J" proudly serves as a regional Emergency Response and National Investigations Taskforce member. Her published literary contributions address organizational culture and ethical conduct in policing as she strives to shift the trajectory of accountability, oversight, and workplace culture within the public service sector. She is the creator and host of the "Dr. J Policy Advisor" podcast using her platform to educate and inform listeners on the impact of key public policies. In her free time she enjoys her two Shih Tzus, "Mr. Biggs" and "Lola Irene", spending time with her adult daughter, traveling, and gardening.

William David Sparks, a retired U.S. Navy veteran, was born in Providence, Rhode Island, and raised in Manua Ohio. A graduate of Albany State University, with a Bachelors's degree in Criminal Justice. Spark's eclectic professional expertise aids in ensuring organizational competency. He serves as a Crime Analyst in municipal policing and is highly regarded as a leader in his field. Sparks brings to the D.E.L.T.A. team statistical and analytical expertise and will serve as a D.E.L.T.A. Consultant specializing in Crime Analysis, Property and Evidence Management, Audits, and Compliance.

Antonio Fletcher born and raised in Albany Ga. is a US Army Veteran. He currently serves as a Campus Police Chief for the State of Georgia and brings to D.E.L.T.A. More than 20 years of experience in law enforcement. Chief Fletcher brings to the team expertise in the areas of Internal Affairs and Administrative Controls, Investigative Procedures, Leadership, and Ethics. A graduate of Liberty University and Columbus State University Chief Fletcher earned his Master's degree in Human Services Counseling and Public Safety Administration. He remains steadfast and committed to excellence in law enforcement.
Capt. Eddie Jones Jr.

Capt. Eddie L. Jones Jr. was born in Frankfurt, Germany, and raised in Albany, Ga. he earned his Bachelor's degree in Criminal Justice from Albany State University and a Master's degree in Management from Troy University. Capt. Jones brings to D.E.L.T.A. over 29 years of law enforcement experience. He is regarded as a leader and innovator in the field of law enforcement, bringing to D.E.L.T.A. a wealth of knowledge skills, and abilities. Jones' area of expertise is Investigative and Administrative Procedures, Promotional Assessments, Operational Practices, and Leadership. Referred to by many as an executive commander with integrity. Capt. Jones has been committed to the continued growth of law enforcement leading through tolerance, accountability, transparency, and partnerships.

Fred Bates Jr.
Consultant
Fred Bates, Jr. was born, raised, and received his formative education in the culturally rich city of New Orleans, Louisiana. Mr. Bates received his theological education at the internationally vibrant Oral Roberts University in Tulsa, Oklahoma, and the Southern Methodist University's Perkins School of Theology with a Masters of Divinity Degree. Bates has served as a law enforcement official in both the New Orleans and the Dallas – Fort Worth Metroplex area. He brings to D.E.L.T.A. a range of experience that includes Investigative Procedures and Integrity Control, Planning & Research, and Chaplaincy. Bates remains connected with the social concerns of his community by serving as the Senior Pastor of Grace Methodist – Metroplex located in Dallas – Fort Worth.
